The National Identification and Registration Authority (NIRA) was established and is mandated by the Registration of Persons Act 2015 to register all persons in the country, for purposes of issuance of National Identification Numbers for citizens and Alien Identification Numbers for alien residents. Data gathered has been compiled to create the National Identification Register.

The Act repeals the existing Births and Deaths Registration Act and transfers the Births and Deaths Registration function from Uganda Registration Services Bureau (URSB) to the National Identification and Registration Authority (NIRA). With effect from January 01, 2016, NIRA took over the mandate of registration of Births, Deaths and Adoption orders from URSB.

Notwithstanding the transition, all births, deaths and adoptions certificates issued under the Births and Deaths Registration Act prior to January 01, 2016 shall remain valid. More importantly URSB and NIRA are working together to ensure that there is a seamless hand over of the existing records, registers and partnerships to NIRA by the effective date.

Uganda Registration Services Bureau (URSB) is a statutory body and remains responsible for registration of business enterprises, intellectual property rights, Marriages; and the Official Receiver in liquidation and bankruptcy matters.
